Chay Yee received his BA degree in Economics (2nd Class Upper Honours) from the University of Malaya and his M.Soc.Sc from the University of Hong Kong.
He joined the elite Singapore Administrative Service in 1971 and served as a senior civil servant in the Ministry of Finance for 5 years during which he was involved in helping to formulate public policies, evaluating major public development projects as well as examining and reviewing administrative functions of various government ministries and public bodies.
He later moved on to work in Singapore’s national social security organization, the Central Provident Fund Board (CPF Board) and served as its Deputy General Manager from 1980 to 1992. During this period he played a leading role in the planning, development and implementation of all the major processes, projects and schemes of the organization as well as enhancing the efficiency and effectiveness of the staff to provide quality services to its 2 million members.
In addition, he personally provided consultancy, advisory and training services to many countries in the region, including the People’s Republic of China, Rwanda, Kenya, Libya, Fiji and Palau.
Chay Yee has also played a leading role in the establishment of Singapore’s largest charity organization, the Community Chest of Singapore. In recognition of his social and community services, he was awarded the Public Service Medal “PBM” by the President of Singapore. At the international level, he was awarded “Outstanding United Way International Affiliate Board Member” by United Way International, a global network of non-profit charity organizations operating in 45 countries.
He is currently working with groups providing a wide range of training, education and consultancy services to clients in Singapore and the region. He is the Executive Chairman and Principal of Coleman College, an institution which has been conducting both pre-university and undergraduate programmes. In addition he serves as a director in several companies, including LTC Corporation Ltd, a public listed company in Singapore.
